One year ago the U.S. auto industry was at its weakest point in history. To make matters worse for the both the industry and the Obama Administration, the majority of Americans wanted nothing to do with a bailout. But President Obama and the Auto Task Force made the difficult decision to push General Motors and Chrysler through bankruptcy while providing $50 billion in loans to keep the doors open at the two companies. The administration estimates that the move staved off an estimated 1.1 million lost jobs, but the political and fiscal cost was high.

Last year the Congressional Budget Office and the Treasury Department estimated that the U.S. government would likely lose $30 billion in the long term. The Detroit News reports that one year later there is a lot more optimism at the White House about the industry and our money. A five-page report released by the Obama Administration points to Chrysler’s first quarter operating profit and the fact that GM paid off its government loans early shows that the auto bailout was a success. The report adds that “the contrast between where these companies, and the American auto industry, are today and the situation President Obama faced when he took office is stark.” And that projected $30 billion loss? The latest projections by the Treasury Department and the DOT are for a much smaller loss of $8 billion.

The next step towards the U.S. government getting our money back comes when GM executes its initial public offering, which is rumored to be happening as soon as this June. Uncle Sam currently owns 60.8 percent of The General.

    It didn’t take long for General Motors to turn out an ad boasting the fact that the company was able to pay back its federal loans five years ahead of schedule. The company has rolled out a new spot featuring none other than Chairman and CEO Ed Whitacre strolling through an assembly plant and addressing the American public. Whitacre even opens with the fact that he “can respect” the fact that many individuals didn’t want the federal government to bailout the auto industry in the first place.

    If you look close, you can spot a number of upcoming models in the background as GM’s head honcho recaps some of the company’s recent successes. Both the Cadillac CTS Coupe and the Chevrolet Cruze make an appearance. Whether or not this will help GM shed its unfortunate “Government Motors” nickname remains to be seen, but it certainly can’t hurt. The company has an uphill battle with most buyers after infamously receiving billions of dollars from the government in an emergency effort to keep the company afloat.       The rumored extended range electric crossover we saw revealed in General Motors’ design patent drawings is now a reality. The Chevrolet Volt MPV5 concept will make its debut tomorrow at the Beijing Motor Show, and just as we suspected from seeing Volt design chief Bob Boniface’s name on the patent, this five-passenger crossover rides on the same Voltec architecture as the Volt.

      The new Chevrolet concept integrates design elements from the Volt, including the headlight, taillamps and grille, with a five-door hatch body style very similar to the larger Orlando and a length about four inches longer than the current HHR.

      Propulsion comes from the same 150 horsepower engine and 16 kilowatt-hour battery used in the Volt. However, its larger frontal area and increased drag mean that this one only has a 32-mile electric range as opposed to the Volt’s 40 miles. The Crossover has full seating for five and 30.5 cubic feet of cargo space behind the seats. The dashboard appears to be lifted directly from the Volt, including the dual LCD displays. We wouldn’t be at all surprised to see this as the second Voltec product in the GM North American lineup. If built, this would likely be classed as a light truck and do wonders for GM’s CAFE numbers on that side of the business.

        Wednesday was a busy day for General Motors CEO Ed Whitacre by anyone’s definition. He started the day with a trip to The General’s Fairfax plant in Kansas to tell the world that GM was paying off the remaining $5.8 billion in government loans five years ahead of schedule and to announce a $257 million investment for a pair of plants. After the announcement came a trip to Washington to meet with House Speaker Nancy Pelosi and the Michigan delegation from Congress.

        There was no way for Whitacre to rock a Chevy Malibu from Kansas to Washington in a couple hours, so Big Ed instead chartered a flight to our nation’s capitol. You may remember what happened the last time an automaker CEO flew into Washington. It wasn’t pretty. So instead of using a private jet on company funds, The Detroit News reports that Whitacre busted out the check book and paid for the flight to Washington on his own dime. Given the fact that Big Ed received a $158 million retirement package from AT&T (and part-time use of a private plane), we’re guessing the trip isn’t going to break the bank.

        We’re a long way away from knowing whether Whitacre is as good an automotive CEO as he was a telecommunications chief executive, but the early returns show that the burly Texan at least pays attention to history.

          We first heard that General Motors might add production of the next-generation Chevrolet Malibu to its Detroit-Hamtramck Assembly plant back in December, and that news has been confirmed today. GM Chairman Ed Whitacre held a press conference this morning at which he announced the automaker had paid back the remaining $5.8 billion owed to the U.S. and Canadian governments a full five years ahead of schedule. He made the announcement at the company’s Fairfax plant in Kansas that currently builds the Chevrolet Malibu and Buick LaCrosse, a perfect venue to announce new plant investments for the next generation Malibu.

          GM will spend a total of $257 million to get both the Fairfax and Detroit-Hamtramck plants ready for the new Malibu. The Kansas City plant will receive a $136 million investment and be the new car’s primary production site, while $121 million will be spent tooling up the Detroit plant to build the 2012 Malibu alongside the Chevrolet Volt.

          The Detroit-HHamtramck plant currently builds the Cadillac DTS and Buick Lucerne, both of which are expected to end production some time in the next year. The Lucerne will likely be dropped from the lineup and the DTS will be replaced by the Cadillac XTS, which will likely be built in Oshawa.

            This morning, General Motors Chairman and CEO Ed Whitacre confirmed that the company has paid back a total of $5.8 billion in federal loans a full five years ahead of schedule. Whitacre attributed the company’s ability to make the payment, with interest, to its new strategy and the success of new models like the Buick Lacrosse and Chevrolet Malibu.

            GM received some $50 billion in loans from both the U.S. and Canadian governments, with the majority of those funds converted into company stock. The remainder totaled over $8 billion owed to the U.S. and Canadian governments, all of which has now been paid back less than a year after GM emerged from bankruptcy. The news was announced at a press conference at the company’s Fairfax, Kansas manufacturing facility, which will soon add production of the hot-selling Chevrolet Malibu, and was attended by Kansas Governor Mark Parkinson and other members of government.

            As it is, the federal government still owns 60.8 percent of GM, which means that whenever the company issues its IPO, the tax payers could easily get all of their money back.

                The General Motors Seoul Advanced Design Studio has been putting out images for at least a year, but GM is only now making the announcement that it’s officially open. Our initial joy was tempered by the fact that GM has always known how to design a compelling concept car, then actually deliver something at the other end of the design see-saw. However, The General’s certainly taken a more than a few steps up the emotional design ladder in recent years, and the company’s South Korean designers have already proved their small-car talent with Chevrolet’s Cruze and Spark.

                There will be 30 designers at the studio doing interior and exterior design for GM’s mini and small vehicles, among other duties. If their first photo can be used as a barometer, however, larger, sportier aspirations beat in their hearts. And you’ll want to remember this photo well, because there is every chance it could resurface in three years under a 48-point headline screaming, “Is This the Mid-Engined 2018 Corvette?!” As ever, the answer is “No.” The press release on the new studio is just after the jump.

                  Chinese carmaker BAIC paid $200 million late last year for parts from General Motors‘ parts bin for Saab: the previous generation Saab 9-5 platform and the pre-2006 Saab 9-3 platform, along with a third mystery platform, two engines and two transmissions.

                  The Beijing Motor Show is upon us, and the company’s BAW division is apparently advertising what it has Photoshopped done with the 9-5 so far, called the C71 Concept. It’s almost a neat looking nose, although we aren’t sure it belongs on that particular body as opposed to, oh, a Mazda. The outgoing 9-5’s last facelift, you’ll recall, wasn’t much better. Of course, we’ll have to wait and see what they end up revealing on the show floor – who knows, this could be real progress.

                      By nearly all accounts, things are starting to look up at General Motors. The company has shed dead weight, cut down its debt and slimmed its dealer network in order to be a more healthy business, but those moves have officially knocked The General from the top 10 of Fortune Magazine’s fabled 500 list. It’s the first time in 101 years GM hasn’t been one of the top 10 businesses on the list.

                      Fortune says that because of last year’s bailout and massive plant closings and layoffs, the carmaker now holds the 15th slot among the heavy-hitters of the business world. Meanwhile, rival Ford has managed to hold onto its place among the top 10 corporations. The Blue Oval fell from seventh last year to eighth this year.

                          According to The Detroit News, General Motors will announce that it is fully repaying the federal loans it received last summer from both the United States and Canadian governments. In total, General Motors will have paid back about $6.7 billion ($2 billion of which has already been returned) of the $50 billion it received from the U.S., the majority of which was recovered by acquiring a 61-percent share of the automaker.

                          For those keeping track of such things and assuming this report is accurate, GM will have paid the entire amount agreed upon with the U.S. Treasury a full two months earlier than anticipated. This accelerated schedule is said to be seen as good news by both the automaker and the federal government. We’d guess that this is also a sign that GM is likely still on track for an initial public offering sometime this year.

                          GM CEO Ed Whitacre is expected to make the announcement on Wednesday when he makes a speech at a GM plant in Kansas. Later that day, Whitacre will make his first appearance at Capitol Hill since taking over at the head of the company in January. For what it’s worth, the automaker has also called a press conference on Wednesday that we’ll be attending. Stay tuned.

Big home, big pool, big personality and, of course, a big car, a Chevrolet Silverado pickup that he uses a couple times a year to haul lumber and yard supplies from the local mega-mart. But most of the time he’s sitting in Dallas traffic, running up big gas bills.

                            And that’s got Sam thinking about whether he really needs all that much of a truck. The last couple weeks he’s been stopping by the local mega-auto mall – where, as you’d expect, they carry just about every brand of car – looking at a number of alternatives, all of them a lot smaller. A classic Chevy truck fan, he’s leaning towards the new Equinox, though he could easily afford something more lavish.

                            When even Texans are starting to downsize, one has to ask what’s going on in the American automotive market. “There is an opportunity in small cars,” that General Motors hopes to exploit, says CEO Ed Whitacre, with an assortment of new products such as the pint-sized 2011 Chevrolet Spark. His counterpart at Ford, Alan Mulally, echoes that view, and has ordered up a variety of new models, including the subcompact Fiesta and the next-generation Focus.

                            Import brands are already invested in the small car segments, with models like the Honda Fit and Toyota Yaris. Even highline makers are downsizing, with offerings such as the Mini and the BMW 1-Series.

                            In a nation that has long felt that big is better, why is small suddenly beautiful? The first sign that things might be shifting came in mid-2008, when U.S. fuel prices soared to record level triggering, in turn, a collapse in sales of pickups and sport-utility vehicles. The trend was short-lived, however. Even before pump prices started slipping back, small car sales began to wane.

                            So, why is the industry betting so big on small cars now? For one thing, most expect gasoline prices to reach $4 a gallon in the long-term. Meanwhile, tough new federal fuel economy standards also press the industry to downsize.

                              Go to church on Sunday, sell on Monday? Well, not exactly, but General Motors will bring along the cream of its crop this Sunday, April 18, to the Hartford Memorial Baptist Church near Detroit, Michigan. For those interested in seeing the next wave of green technology, the procession will include the 2011 Chevrolet Volt.

                              The event is being sponsored by GM Minority Suppliers and Dealers, and the automaker says the purpose of the shindig is “to build new relationships in the community and highlight the contribution of minority suppliers and dealers to the community and local economy.”

                              We’re not sure how common this sort of thing is with GM, let alone with other automakers, but we have to wonder if some won’t find the event just a wee bit distasteful. That said, Reverend Dr. Charles G. Adams, pastor of the 10,000-member Hartford Memorial Baptist Church, says, “This is a wonderful opportunity to do something really special for Hartford church members. Something that has never been done at a church in Detroit.”

                                  If you’ve got an unnatural fear of human-like robots, it’s time to look away. It turns out that Chrysler isn’t the only manufacturer getting cozy with NASA these days. General Motors just announced its new robot co-developed with NASA will soon be shedding its earth-bound shackles to help on the international space station, in addition to its duties to here on our home planet. Called Robonaut 2, the 300-pound man-like machine is designed to be as physically similar to a human being as possible in order to allow the robot to share tools with astronauts.

                                  The first R2 will be scooting up to low orbit aboard STS-133 this September, where it will undergo testing in zero-gravity. At this point, GM says the robot lacks the necessary protection to operate outside of the space station, but that over time, new models may eventually take dangerous space walks instead of humans. The company also hopes that the robot will be able to aid in exploration of our solar system.

                                  Neither GM nor NASA is saying exactly how much an R2 costs, which is a shame. We could use an extra set of hands around the garage.

                                  Given the recent cancellation of NASA’s Constellation program, we’re likely to see more partnerships between independent companies and the space exploration agency crop up in the near future. The Obama Aadministration is hoping that independent industry will step in to fill the void left by government funding, and in order for that to be successful, NASA is going to have to share its knowledge.

                                    General Motors has provided another of its regular updates on the development of the Chevrolet Volt, focusing on its battery and powertrain. With a little over six months to go until the first production model rolls off the line, GM says it is making rapid progress on getting the Volt ready for final validation and certification. Over the past several months, the engineers have been accumulating test miles on the 80 pre-production IVER cars that were built last summer. The fleet has now accumulated over 500,000 miles, with some of the cars having run upwards of 20,000 miles while completing the durability tests.

                                    The durability test cycle is an accelerated test that replicates the wear and tear that typically happens to a car over its lifecycle. According to chief engineer Andrew Farah, the Volt prototypes have met all their goals in both durability and performance. Farah told the attendees that the Volts are regularly hitting the 40-mile electric range target during normal driving, even at temperatures as low as 40 degrees Fahrenheit.                                       General Motors has already begun turning the lights off at its Hummer brand, though that may be no fault of multiple potential buyers. We’re not just talking interested parties from China here, either. According to brand enthusiast website HummerGuy, several American-based companies have expressed viable interest in snapping up the SUV-slinging manufacturer over the past few months. Even more surprisingly, all of the potential offers have reportedly fallen on deaf ears.

                                      Both Raser Technologies and Electric Motors Corporation have supposedly made The General offers worth considering, and GM has left them unanswered. These whispers haven’t just been crawling around the web – they’ve evidently made their way all the way to Illinois Senator Roland Burris (above), who has promised to look into the matter himself.

                                      While we’d be thoroughly surprised if such an investigation had any repercussions, we have to wonder why GM would say no both of the EV builders unless it thinks it can make more money winding down the brand by selling off tooling and manufacturing rights, or perhaps just avoiding bureaucratic headaches. Some experts believe GM might be worried about competition from future extended-range EVs, but we have a hard time imagining one of the world’s biggest manufacturers losing sleep over a couple of startups. Either way, as with Saab before it, there remains a sliver of hope for the brand, but we certainly wouldn’t bet on another eleventh-hour miracle.

                                        Toyota conspiracy theorists have it wrong

It’s not just the shots fired at the Kennedy motorcade from the grassy knoll in Dallas. These days it seems just about everything is up for some wide-eyed explanation, often pointing to some wicked government department or another. Even the Toyota safety scandal.

                                        As a long-time NPR correspondent and commentator, I have spent a lot of time in recent months on the network’s chat shows fielding questions about the sudden acceleration phenomenon and the safety of Toyota vehicles. Like clockwork, at least one listener per show will confide the “fact” that the crisis is really a concoction of federal bureaucrats trying to protect Chrysler and General Motors – the Treasury now owning a 61% stake in the latter maker.

                                        That might make for good talk radio fodder, but even if the president himself were hoping to see Toyota stumble, the real facts are these: The Japanese maker’s problems with runaway cars dates back long before Washington was asked to bail out Detroit; and as newly-uncovered internal documents reveal, Toyota knew it had a problem and went out of its way to hide that fact as long as possible.

                                        If you aren’t convinced by we media scribes, how about taking the word of Irv Miller, the recently-retired head of public relations for Toyota here in the U.S. Towering over the mere mortals of the automotive press corps, Miller seldom missed an opportunity to speak the company’s praises – and call out an errant journalist who might have taken an inappropriate shot at the automaker.

                                        It’s quite obvious Toyota has engaged in questionable, very likely even illegal actions…

                                        To his credit, Miller was equally stern on keeping the story straight behind the scenes, as becomes apparent when you read the e-mails he sent to his Japanese counterparts demanding that they “come clean” on the worsening sudden acceleration mess. The most damning document was sent by Miller to Katsuhiko Koganei on January 16, 2010, in which he used capital letters – the web world’s way of shouting – to underscore his concerns.

                                        “WE HAVE a tendency for MECHANICAL failure in accelerator pedals of a certain manufacturer on certain models,” wrote Miller, just weeks before his retirement. “The time to hide on this one is over,” he concluded.

                                        What triggered his wrath? Well, let’s go back and look at the chronology to understand.
