and Chrysler have informed the National Highway Traffic Safety Administration that cars sold to rental companies aren’t getting repairs done on recall for months at a time. NHTSA then started monitoring three million units from the two manufacturers in rental fleets to see how long they went unrepaired.

One month after a recall, NHTSA says that between 10 and 30 percent of cars had been repaired. By 90 days, the average was just 30 percent. According to the administration, it takes a year or more for rental companies to get more than 50 percent of their cars repaired.

According to The Detroit News, there aren’t any laws on the books that say a rental company has to get a car repaired before it rents it to a customer. What’s more, hundreds of recall notices go out a year, and rental cars move around a lot, making it difficult to nail them down for repairs.

According to Bob Barton, president of the American Car Rental Association, most companies place a hold on models that have been recalled, preventing them from being rented until repairs are made. The hitch, according to Barton, is that it can take months for the company to realize a recall has been issued.

NHTSA says its investigation is ongoing, and the administration noted a statement that dealerships aren’t allowed to sell a recalled vehicle until repairs have been made. That said, NHTSA also doesn’t have the authority to legally require that customers – including rental companies – have recall repairs made.

    Before the Geneva Motor Show press conference on Tuesday, Lamborghini let us in on a private Bologna-area photography studio so that we could get our own sex-machine shots of their raging new V12 firestarter, the 691-horsepower Aventador LP700-4.

    First off, we’re glad they didn’t call it ‘Jota’ as some were peas-and-carroting about because it’s just a silly and unpronounceable name. It probably belonged to some wimpy minor league bull, too. Only one true Jota was ever built in 1970, and it was a just an amped-up and flared Miura (we prefer not to think about the mid-90s Diablo anniversary upgrade kits).

    “Aventador” was, according to the best detective work we can muster, a bull whose career peaked in 1993 in the town of Saragozza, Spain, when he and the torero had a particularly spirited encounter prior to ol’ Aventador’s inevitable skewering. This particular beastie belonged to the breeding stables of the sons of Don Celestino Cuadri Vides and, for unknown reasons surely banal, he bore the number 32 singed on his hide. And now he gets the strongest Lamborghini ever built named after him. And about damned time! The British were getting tired of mispronouncing “Murcièlago” over the past ten years and now they have a new proper name to mutilate.

      Remember the 2001 Volkswagen Microbus concept? For those who need reminding, it was a new look at an old icon – one that got enthusiasts and the automotive press all hot and bothered right after we ticked over into the new millennium. Sadly, management changes at Volkswagen killed the concept before it could become a reality.

      Now, a decade later, VW is trying out the concept again at this year’s Geneva Motor Show. This time it’s called the Volkswagen Bulli, and like its 2001 ancestor, this one is designed to carry on the legacy of the brand’s famous Microbus. This Geneva concept packs a 113-horsepower electric motor drawing power from a lithium-ion battery pack. At full charge, the Bulli is said to be theoretically good for 186 miles before a recharge. When it’s time for more juice, VW says the Bulli can be fully charged in less than an hour.

      Volksagen Bulli concept interiorThe Bulli’s skin stays fairly true to the original Microbus shape, which means a flat load floor and plenty of interior space. Even old-school Samba fans will notice the family resemblance. Inside, VW supplied the Bulli with a removable iPad that controls the stereo, navigation, bluetooth and HVAC from its port on the console.

      In a neat touch, the iPad will communicate with a Fender USA-designed stereo system, which should pump out more than enough roar for you and the kiddies.

      No word on pricing yet or when the Bulli might be available, but we wouldn’t expect it until 2014 if it reaches production at all. Follow the jump for the official word from VW.

        The Volkswagen Tiguan is getting a makeover for the 2012 model year, and the changes will be on display this week at the Geneva Motor Show. Changes include a refreshed front end that incorporates the automaker’s new sullen yet distinctive aesthetic.

        The grille has been remade to mimic that of the new Jetta and Passat, with a pair of horizontal chrome strips that blend into the Tiguan’s updated headlamps. Jumping up to the top SEL trim will net you updated peepers with Bi-Xenon lamps and the LED eyeliner treatment that seems to be all the rage these days. Volkswagen still hasn’t released a photo of the Tiguan’s new boot, but the post-jump press release tells us that the taillamps have been updated to reveal a “double L” pattern. SEL buyers will also get new 19-inch “Savannah” wheels designed by R GmbH.

        VW made minor enhancements to the Tiguan’s interior as well, including updated material choices and a rash of standard features. All 2012 Tiguan models will receive an eight-speaker sound system and Bluetooth, aux-in and heated side view mirrors.

        The Tiguan will retain the excellent 2.0-liter turbocharged four-cylinder, but fuel economy has been given a serious bump. VW claims the updated engine will fetch 29 miles per gallon in highway driving, up considerably from the 25 mpg of the outgoing model.           The Ford S-Max and C-Max have a new little sibling, and its name is B-Max. Making its global debut at the 2011 Geneva Motor Show, the very compact minivan rides on the same platform as the Fiesta and is just 4.3-inches longer than that model’s five-door hatchback. Aiding in the action of ingress/egress, the B-Max ditches B-pillars entirely so occupants can easily glide past the dual sliding rear doors.

          Ford B-MaxThe B-pillar appears to be completely removed but are in fact integrated into the front and rear doors. When closed, the two work together and behave in the same manner as a traditional pillar.

          Doors closed and occupants protected, forward motivation is provided courtesy of a 1.0-liter three-cylinder turbocharged EcoBoost engine, the latest and smallest of Ford’s EcoBoost engine family. With the aid of Start/Stop technology, the EcoBoost engine should even better fuel economy than a similarly powerful four-cylinder engine.

            Opel reached into the future to tease its Zafira Tourer Concept. Vauxhall, on the other hand, is sticking with tradtional photography for its own iteration of the compact people mover. The sleek, seven-passenger Zafira Tourer Concept is set to make its world debut at the 2011 Geneva Motor Show this week.

            Vauxhall uses terms like “relaxing lounge” and “automobile oasis” to desribe the interior design of the Zafira Tourer. Its Flex7 seating arrangement is set up to seat seven passengers, or five if you desire extra cargo space. A press of a button adds a third seating arrangment, which turns the Zafira into a spacious four-seater.

            Outside, the Vauxhall Zafira Tourer Concept features sweeping body lines and boomerang-style forward lighting. The front glass sweeps back into the panoramic roof allowing plenty of light to enter the cabin.

            Power is provided by a 1.4-liter turbocharged four-cylinder engine. As it’s officially a concept, there’s no word yet on what type of mileage the people mover can achieve, but the Zafira Tourer is equipped with start/ttop technology to aid in the quest for great fuel economy figures. Either way, we expect a production version of this car to hit the world’s markets shortly.

              Ford Ranger Wildtrak making global debut in Geneva

              Ford is bringing its grown-up Ranger to the 2011 Geneva Motor Show. Making its world debut is the Ranger Wildtrak, Ford’s top-of-the-range pickup packed with premium tech features. The full list of toys has not yet been released but Ford has announced that the Wildtrak boasts voice recognition and a rear-view camera in addition to satellite navigation and Bluetooth connectivity.

              More important than its interior gadgets, the Ford Ranger Wildtrak is designed to be a tough vehicle when the road disappears. It’s capable of wading through water up to 31.5-inches deep and has just over nine inches of ground clearance. Under the hood, the Ranger can be fitted with a 2.2-liter four-cylinder Duratorq engine with 277 pound-feet of torque, or a larger 3.2-liter five-cylinder that churns out 347 lb-ft.

              Beyond its interior gewgaws, the Wildtrak is differentiated by different exterior color splits and graphics, along with features like a a standard roof rack and ’sports hoop’ (read: faux roll bar) and 18-inch wheels.

              As you likely already know, the new Ford Ranger will not be offered for sale here in the United States. If you must have one, book a ticket to London because it goes on sale in Britain this November.

                Report: NHTSA to delay backup camera regulations

                The National Highway Traffic Safety Administration
                has asked Congress for more time to finalize new regualtions that would require automakers to install backup cameras in all cars by 2014. NHTSA announced the legislation in December, saying the move could save the lives of more than 100 people a year, mostly young children.

                According to The Detroit News, NHTSA has informed Congress that it wants more time to finalize the rules, which were supposed to be ready today, since the public comment period has only been closed for a little while.

                According to NHTSA, backup cameras could help prevent nearly 300 fatal backover-related accidents a year (of that total, around 100 are children younger than five and another third are elderly people).

                NHTSA estimates that once the new regulations will cost the auto industry between $1.9 and $2.7 billion annually, once they go into effect. The cost per vehicle would be just shy of $159-$203 for cars without a pre-existing navigation screen, and $53-$88 for cars with a screen.

                Interestingly, NHTSA estimates the industry-wide expense of the measure at between $1.9 billion to $2.7 billion, and it reportedly acknowledges that its own cost-benefit analysis standards indicate that the price tag of the regulation will far outstrip the cost associated with lives saved by the law. That is, NHTSA uses a working figure of the “comprehensive cost for a statistical life” at $6.1 million, but the costs per life saved by the backup camera legislation would likely tally somewhere between $11.3 to $72.2 million.

                  You may know Mansory more for doing terrible things to supercars like the Bugatti Veyron than for motorcycles, but it turns out their gold plating and leather cladding skills know no bounds. To keep things interesting, Mansory has just rolled out a bespoke motorcycle developed with customizer Thomas M. George, and it actually looks pretty good.

                  The Mansory Zapico has been swathed generously in carbon fiber, as any custom anything must be these days. From the bug shield to the gas tank to the exhaust silencers, no surface has been left untouched. According to the company, the carbon pieces and the wheels of the bike are all hand built in Mansory’s factory in Bavaria.

                  While the Zapico plays up the carbon fiber rather than the company’s normal trademark leather work, the seat, while thin, is a one-off leather concoction.

                  As with any self-respecting chopper, the 124 c.i. V-twin mill comes from famed American engine builder S&S packing 160 horsepower. That’s enough grunt to get the big bike to 60 in 3.3 seconds, despite its 750-pound heft. Check it out in our high-res gallery below and read more about it in the press release after the jump.

                    Nissan has been a player in the world’s commercial vehicle market for a long time. In fact, 2011 marks the company’s 75th year in the industry, and these workhorses represent 20 percent of Nissan’s total annual sales volume. Nissan’s commerical trucks and vans are used around the world, with over 700,000 units sold in 2010 alone. Yet, it’s highly unlikely that you’ve ever even seen a Nissan commercial vehicle.

                    Nissan doesn’t sell its commercial vehicles in the United States and Canada – instead, General Motors and Ford own the market. Things could change very quickly, however, because the 2012 NV commercial van has just arrived on U.S. shores. The Japanese automaker set out to build a commercial van to the exacting needs of this country’s small business owners. It asked them questions and incorporated the thousands of answers it received. GM, Ford and even Mercedes-Benz should pay close attention, because the NV could be just what this country’s blue-collar workforce ordered.

                      Lewis Hamilton to swap cars with Tony Stewart?

                      Mobil One portrait of Lewis HamiltonFormula One champ Lewis Hamilton will take the wheel of Tony Stewart’s #14 NASCAR Sprint Cup Chevrolet at Watkins Glen. For lending Hamilton his car, Stewart will get the opportunity to try out the 2010 McLaren MP4-25. While both men are likely to come away shaky in the knees and with a better understanding of each other’s racing worlds (as did Jeff Gordon and Juan Pablo Montoya when an earlier swap was arranged) this isn’t just two random pals tossing their respective keys to each other.

                      The common link between Lewis Hamilton and Tony Stewart is sponsor Mobil1 – the same petrochemical company who had the former rendered in its own oils in the painting at right. According to ESPN, the swap, which will happen as an exhibition this summer, won’t be a boulevard cruise. Both cars will have their respective race teams travelling with them for tuning, giving Stewart and Hamilton the opportunity to fully terrorize themselves in these two very disparate race cars.                         Holden has unveiled the Holden Series II Cruze, the latest edition of its locally-built compact car. If the name and face look familiar, that’s because the Holden is nearly identical to our good ol’ American Chevrolet Cruze.

                        The Aussie version, however, gets a wider range of options, and some interesting versions we won’t see Stateside. In particular, Australia will get two performance variants of its locally-built small car, the SRi and the SRi-V. There’s also a 2.0-liter turbodiesel version available, which joins the 1.4-liter turbo and 1.8-liter naturally aspirated gas engines. Holden claims the diesel mill is good for 42 mpg, making the diesel Cruze the most fuel-efficient car built in Australia. The entire range meets strict Euro5 emissions standards.

                        The SRi-V is the top-dog Cruze in Australia. While it doesn’t carry a much bigger punch than the others under the hood, it’s loaded down gadgets and an complex infotainment system. The SRi-V sports keyless entry and start and remote key technology. The stereo has a 10-gig internal hard-drive, which Holden says will hang on to 2,000 of your favorite tracks.

                        Power is up across the range, starting with the 2.0-liter diesel, which now churns out a more impressive 160 horsepower and 265 pound feet of torque. The 1.4 turbo, which powers both the SRi and the SRi-V puts out just 138 horsepower, but has 147 pound-feet of torque available between 1,850 and 4,900 rpm.

                          As part of its 2011 Geneva Motor Show festivities, Volkswagen is letting us loose behind the wheel of its range-topping Golf R, set to arrive in United States as a 2012 model. Production of the Stadeside-spec car begins at the automaker’s Wolfsburg plant this November, and we’ve just learned how different our version of the Golf R will be from the model that’s already on sale in Europe.

                          Don’t worry – we’re still getting the same 2.0-liter turbocharged four-cylinder engine mated to the company’s fourth-generation Haldex 4Motion all-wheel-drive system. But while the European car cranks out 270 horsepower and 258 pound-feet of torque, Volkswagen tells us that the U.S. car will produce something closer to 256 hp and 243 lb-ft (not yet confirmed). Still, that’s 56 hp and 36 lb-ft more than the standard GTI, and since the Golf R is estimated to weigh around 3,300 pounds – 250 pounds lighter than the most recent R32 – the end result should be quite lively. Volkswagen is estimating that 0-62 mile-per-hour times will fall somewhere in the 5.7- to 5.9-second range.

                          As we reported earlier, the Golf R will only be offered with a six-speed manual transmission when it hits our shores. European cars can be had with Volkswagen’s slick-shifting DSG unit, and we must admit, not offering the twin-clutch setup in the States seems like a curious omission, especially when you consider that the take rate on DSG in the less powerful GTI is around 50 percent. Still, Volkswagen says that its research with different enthusiast groups and dealers suggests that the vast majority of U.S. consumers have been clamoring for a row-your-own Golf R, and since the automaker had to keep the number of build options to a minimum in order to get the vehicle approved for American consumption, manual-only was the way they decided to go.

                            Opel is bringing the Ampera to Geneva, and the extended-range electric hybrid is finally arriving in production form. This ready-for-public-consumption Ampera stays remarkably true to the concept we’ve been eyeballing since 2009.

                            The Opel Ampera wears more aggressive body panels than its more conservative Chevrolet Volt cousin. The headlights flow down into the running lights, while the front and rear fascias appear downright sporty. Tucked into the rubber, the production-ready flower-pattern wheels mirror the design of the concept vehicle, yet they aren’t quite as show car exotic.

                            Opel notes that it has taken in over 1,000 reservations for the Ampera across Europe. The automaker put out a call to the public and around 400 “ePioneers” raised their hands to test early versions of the Ampera. When it goes on sale later this year, it will be priced at €42,900 in most European markets (that’s just shy of $60,000 USD, but it includes Europe’s costly Value Added Tax, which adds about 20 percent to the purchase price).

                              The National Highway Traffic Safety Administration has received 615 complaints so far about the 2007 and 2008 Jeep Wrangler over issues of fuel spillage. The complaints say that when the Wrangler is being refueled, there’s nothing that stops the fuel from spilling over onto the ground, all over the car or even on the person doing the refueling once the tank is full. NHTSA received so many complaints that the agency opened up its own investigation in August, 2010 to look into the matter.

                              After more than seven months of testing, though, NHTSA hasn’t uncovered an issue that would require a recall. That is, of course, exactly what Chrysler has said all along. The Auburn Hills-based automaker contends that the issue only presents itself when the plastic o-ring on the inlet check valve swells from being exposed to fuel with a concentration of ethanol greater than 10 percent.

                              In the end, the big question is how so many complaints made it to NHTSA’s desk when this really isn’t such a wide-spread problem. NHTSA claims that the buzz surrounding this issue came from the Internet, which could explain why the number of complaints was so high. The agency claims on its website that “ODI suspects that the NHTSA safety complaints submitted by subject vehicles owners may have been influenced by Internet-related publicity both before and during this investigation.” Don’t look at us.                                 Bentley launches line of branded leather smartphone, iPad cases

                                In keeping with the times and the fact that most of its customers are using their iPhones and iPads and Blackberries like it’s their job, Bentley has released a line of leather cases for these devices in conjunction with its hide supplier, Ettinger. The cases come in your choice of Bentley’s Hotspur or Beluga – colors familiar to buyers of the Benley Continental Supersports. The cases are cut from the same material as Bentley’s famous interiors, for which Ettinger is also responsible.

                                Ettinger has been spitting out hand-crafted leather pieces for 70 years now, so it’s safe to say they know what they’re doing. In addition to the line of mobile telecom holders, Ettinger makes Bentley wallets, passport holders, luggage tags, purses and the brand’s keyholders.

                                All of Ettinger’s accessories are handmade in the company’s Birmingham, England factory. As expected, the Ettinger line is pretty dear, with the iPad case commanding $146. If you don’t have an iPad but rock an iPhone or Blackberry, you’re in luck, as Ettinger’s smartphone cases command a more reasonable $73. Want more details?                                   Byron Keith Brown was sentenced to a 15-year prison term last December for stealing $17 million from investors through an internet Ponzi scheme. Now, the federal government is selling off his extensive car collection on Tuesday in an Ellicott City, Maryland auction.

                                  The list of cars for sale is long and packed with blue-chip nameplates. Brown’s collection includes the usual litany of BMW, Bentley, Mercedes-Benz, Lamborghini and Land Rover models, as well as a decent replica of a 1936 Auburn Speedster.

                                  The cars all look like they’re in pretty good shape, and, since this is a goverment auction, there’s the outside chance they may sell for a bargain. If we had the coin, we’d be flying ourselves on over to Ellicott City for an up-close look at the inventory.

                                    Suzuki recalls 73K motorcycles over electrical issue

                                    American Suzuki is recalling 73,426 motorcycles built between July 2007 and September 2009 for an electrical fault. The problem is insufficient adhesion between the power module and the rectifier case, which allows heat to build up and deform the circuit board. That can mean the module will release uncontrolled current, causing the battery to drain.

                                    Suzuki is replacing the part free of charge on affected models.

                                    In the paperwork filed with the National Highway Traffic Safety Administration, Suzuki said it first recognized the issue in 2008, and tried to solve the problem with its parts supplier before issuing a recall. It reopened its investigation last September after receiving more than 180 reports of failure from its American dealers.

                                    The recall affects the following models: 2008-2009 Burgman 400, 2008-2009 V-Storm 1000, 2008-2009 Bandit 1250, 2008-2009 GSX-R600, 2008-2009 GSX-R750, 2008 B-King, 2008-2010 Hayabusa, 2008-2010 GSX650F, 2009 SFV650, 2008-2010 VL800, 2008-2010 VLR1800, 2008-2010 VZ1500.

                                      Xenatec is using the Geneva Motor Show to unveil its one-off Cruiserio Coupe, a customer-ordered hyper-luxury car based on the Maybach 57S. The coupe was designed by Fredrik Burchhardt to a customer’s exact specs, then hand-built by the Xenatec team.

                                      Outside, the Xenatec Cruiserio Coupe is swathed in a two-tone matte finish that’s designed to give a brassy shimmer in the light. Xenatec says the paint was hand-applied in several stages to get the look just so.

                                      The big coupe’s interior is another Xenatec one-off, featuring hand-stitched natural, undyed buffalo leather and espresso-colored Nappa hides. To take things to the next level of ludicrous opulence, Xenatec lined the footwells of the car with blackberry Alcantara.

                                      Xenatec says the whole package is set off by the car’s panorama roof, which is accented with a Nappa leather headliner.

                                      No word yet (or ever, we assume) on what this level of exclusivity costs, but we’re ok with that. If you have to ask… Hop the jump for a full press release.

                                        There’s a strong possibility that German tuning house MTM’s booth at the Geneva Motor Show will be visibile from space. The boys from Wettstetten are bringing their paint-free polished-aluminum Audi R8 BiTurbo to Hall 5 at Geneva. The company is mum on exactly how they removed all that paint, but they do allow that it took 700 hours of polishing to get the car where it is now.

                                        If the gleaming bodywork isn’t enough to snag your gaze, MTM packed its latest R8 with 777 twin-turbocharged horsepower just to let everyone know they weren’t fooling around. The result is good for a claimed top speed of more than 217 mph, making this the fastest R8 on the block.

                                        If the turbo R8 doesn’t whet your appetite, MTM is also hauling its 472-hp, 195-mph Audi TT RS to the show. Full press release after the jump.
